There are sailing schools that provide just a course (without obtaining a license after the end of the course) and there are courses at the end of which you can receive a sailing license. The usual license obtained is RYA. However, there are others you can obtain – such as ISPA, ASA, etc.
Keep in mind that you can choose individual sailing lessons or decide on a group class. If there are other students with you, then the expenses of sailing school are divided by the number of students.
